At 4k the 16GB on the 3080 does measurably help performance in games that like their textures. My 3060 runs cyberpunk at max settings with path tracing and dlss quality with ray reconstruction at around 30 fps (1080p ofc), so I don't expect the 3070 to reach 60 but it should - RTX 3070 (ASUS TUF and Strix) - RTX 3080 (ASUS TUF) 3080 would cost me $300 more than the 3070 (1k for a 3080 in total).
